あるチェチェン人医師と日本の抵抗運動（第４回）「ロシア化する日本」

第４回 「ロシア化する日本」
■人気のある小泉首相とプーチン大統領
2005年10月から11月にかけて、チェチェン報道の第一人者であるロシアのジャーナリスト、アンドレイ・バビーツキー氏が来日した。チェチェンの大統領や重要野戦司令官、庶民にいたるまで徹底的に取材。八面六臂の活躍で、この人なしにはチェチェン報道は成り立たたない。密かに私は彼のことを「不死身の男」と呼んでいる。
来日期間中、数か所で行なわれた講演やインタビュー、私の自宅での歓談なども含めて、たっぷりと彼の話を聞いた。その結果、かねてから漠然と感じていた「日本のロシア化」が、かなり進行していると改めて認識したのである。
第一に日露両首脳は、国民に人気がある。99年に第二次チェチェン戦争を始めたプーチン首相(当時)は圧倒的な支持率だったし、戦争で数多くの国民を殺している現在も支持されている。
一方、日本の小泉純一郎首相も、就任当時は80％を超える支持率で、その後の数々の失政と無能ぶりが暴露されているにもかかわらず、いまだに高い支持率を保っている。
■マスコミは完全に小泉とプーチン支持
第二は、マスコミがほぼ全面的に政権を支持してきたことだ。アンドレイ・バビーツキー氏は言う。「政府はテレビの三大ネットワークをコントロールし、主要新聞も同じような状態。小さな新聞やインターネットでわずかに政権批判は可能で、インテリたちも大統領や政権を批判はしている。でも、ほとんど世論への影響はない」
政府が主要メディアを抑える、あるいはメディアが政権を支持することで世論は決定付けられる。しかも重要なのは、完全な言論弾圧は行なわずに主要メディアを政権の思うままにさせ、ごく一部の反対体制的言論を“泳がせる”のだ。ただ泳がせるのではなく、突出した部分（あるいは近い将来に大衆に支持される可能性のある言論・人物・団体）は弾圧する。
これが、日露両国に共通しているのだが、バビーツキー氏との会話から、さらに整理してみよう。
■権力者の姿を一方的に流す。
「ロシア」
ソ連時代、テレビはときの最高権力者の動向を執拗に伝えた。どこかを訪問した、誰と会った、こんなことを言った、と何でもいいから、ただ権力者とその追随者の姿を映像で視聴者に伝える。
現在のロシアでも、どのチャンネルをまわしてもプーチン大統領の姿が現れる。内容はどうでもいい。
「日本」
小泉首相の“ぶら下がり取材”とやらで、毎日彼の姿を放映している。すべった、転んだというたぐいの内容でも放送。これだけでも宣伝効果は上がる。
さらに前回の総選挙前後には、“女刺客”や小泉ユーゲント（チルドレン）を面白おかしく宣伝した。視聴率が上がるからである。野党のことは、ほんの少し民主党を取り上げただけで、日本には野党というものが存在しないかのようだ。
■ガス抜きとしての少数意見
「ロシア」
すべての言論が弾圧されているわけではない。たとえば『ノーバヤ・ガゼータ』のような少数部数のタブロイド版新聞もある。この新聞はチェチェン戦争を批判的に報じてきた。
04年９月に南ロシアで起きた「学校人質事件」を取材するために現地に赴こうとした同紙のアンナ・ポリトコフスカヤ記者は、飛行機の中で毒を盛られ、九死に一生を得た。
その前年には、同じ新聞の記者が毒殺されている。このような記者への暗殺と暗殺未遂はあっても、新聞そのものを発刊停止にしたりすることは現在のロシアではないようだ。
さらに、ソ連時代の代表的反体制派だったアンドレイ・サハロフ博士の思想を受け継ぐ人権団体『メモリアル』などの団体は、まだ壊滅させられていない。(次回で民間団体の危機について書く予定)。
このほかインターネットでも政権批判はある程度可能だ。つまり、主要マスコミを完全に抑えておき、ガス抜きとしての少数意見をある程度許している。が、その言論は一定の枠内にとどまり、世論に影響を与えることはなく、権力にとって痛くもかゆくもない
「日本」
基本的に、マスコミの権力批判は１９８０年代以降衰えはじめ、小泉政権誕生以降は、権力を監視するという機能をほとんど果たしていない。というよりも、大新聞とテレビは、政権の奴隷といっても言い過ぎではない。
とくにテレビはその傾向が著しい。批判するだけエネルギーが無駄か？
たとえば2005年９月の総選挙前は、小泉首相と自民党のことばかりを扱い、反対意見や野党のことなど殆ど報じなかった、これでは政権の宣伝ばかりになってしまう。おまけに政権に批判的な識者をコメンテーターとして使わないなど、やり方が露骨になってきた。
その一方で、視聴率の低い深夜番組で日の当たらない問題を掘り下げたりするなど、かろうじて“良心”を保っている。「週刊金曜日」「世界」「創」「Days Japan」などのように権力を批判する雑誌もある。
ネット上でも、自民党政府がつぎつぎと提出・成立させている自由を奪う法案に反対するサイトだってある。少数派が意思表示をするために街頭デモも、なんとか可能だ。
しかし、ロシアと同様に、少数派だがまっとうな意見や考えが世論に影響を与えることはできない。政権としては「わが国には言論の自由があり、批判している勢力はたくさんある。民主国家なのだから」となる。支配者としては理想的なレベルの言論統制だ。
ただし、日露両国とも、一歩頭を出そうとするグループや人を叩く。その叩き方は、2006年４月現在では、ロシアのほうがより露骨である。その出すぎた杭を、日露両国がどのように叩こうとしているかを次回は考えてみたい。（つづく）
