どうなる日本小学校の英語教育義務化？

英語を外国語として義務教育カリキュラムに組み込んでいる国はたくさんあるが、おそらく日本ほど、その組み込み時間数に見合う成果を上げられていない国は無いのではないだろうか？日本人は外国語が苦手である。これは裏を返せば、なんだかんだ言っても日本人は英語を話せなくても何とかなってしまうからだろう。国家レベルでの外国語習得能力と、国力は反比例するように思われる。世界でもっとも外国語の苦手な国民は米国民であろうし、中欧・東欧のどちらかと言えば国力の弱い国々などでは、二・三ヶ国の外国語を話せる人たちがたくさんいると聞いたことがある。
さて今、日本の小学校で英語の授業を義務化すべきかどうかということが、折に触れ論じられているとのことだが、これはとても難しい問題だと思う。
賛成派と反対派の言い分は、一般的に次の通りであるようだ。賛成派は、「これから日本は益々国際社会の一員としてやっていかなくてはならないのだから、早い時期に英語教育を義務化して、国際社会でやっていける人材を多く育てるべきだ」、というものであり反対派は、「日本人としてのアイデンティティーが失われつつある今日、英語英語というよりもまず母国語教育をより一層重点的にやるべきである」、とまあこんな感じであるようだ。
私個人としては、小学校の英語教育義務化には反対である。これからの日本を担う子供達には英語をマスターするよりも、ぜひとも日本語を大切にし、日本文化を大切にしていってほしい。古都京都が誇る「１０００年の雅」なんていう文化は、他の国に例の無い日本が誇る文化だと信じている。
しかしこれはあくまでも私個人の意見であって、本当にそれが正しいのかどうかとなると、まったくもって自信が持てないのである。いつの時代も目上の人はこれからを担う世代に、自分達が築き上げてきたものを継承してほしいと願うものだが、はたしてそれが当の新世代の人々にとって、本当に幸せなことなのかどうかはわからないからである。
確か群馬県だったと思うが、そこにすべての授業を英語で実施している小学校があるという。ここに我が子を通わす決断をした親は、いろいろ考えた末に見識と勇気をもって決断した素晴らしい方々もいると思うが、一方で、教育の表面上のことには関心があってもその本質的なことには無頓着な、ミーハー的な方々もいると思う。小学校のこの貴重な教育期間を、母国語以外の言葉で学ばせることは、それなりのリスクを背負うことだと思う。私の大学時代の友人は、父親の仕事の関係で少年時代を長らく海外で過ごしたが、その父親は、息子がある日突然日本語を全く喋らなくなり英語ばかり話すようになったことに対し、彼の日本人としてのアイデンティティーがおかしくなるのではないかとの恐怖心を抱き、当地の日本人学校に転校させたという。賢明な選択だと思う。
先日たまたま、小学校の英語教育義務化の賛成派・反対派の双方の専門家が出演して意見を述べているテレビ番組を見た。こんな難しい問題に、持論を以て賛否を唱えられる彼らを、さすが専門化は凄いなあと関心して見ていたのだが、ひとつだけ、専門家の意見としてはあまりにも稚拙な意見があってガッカリした。それは、英語教育賛成派の、「日本語ではうまく自分を主張できない生徒でも、英語だと大胆になりうまく自己主張できるというケースがあるので、そういう意味で英語を学ぶことは、自己を主張する訓練にもなる」というものだった。アホかと思う。これじゃ、関東出身の物静かな男性が、お酒の勢いでわけのわからない関西弁で女の子を口説くのと一緒ではないか。自分のホームグラウンドの言語で、自らのことばで自己を主張することを教えるのが教育なのではないのか。
小学校の英語教育義務化の問題は、たいへんデリケートかつ重要な問題だと思う。
当の彼らが、将来幸せな社会人生活を営むうえでどうすることが適切なのか、真剣に考えたうえで、結論を出して欲しいと思う。
