権力は腐敗する

［パレスチナ問題のイロハ］
2月18日、パレスチナ評議会選挙で圧勝した「ハマス」に、アッバス自治政府議長が組閣を要請しました。といっても、ぼくの周りの人たち、家族とか、ぼくが教えている大学の学生たちは「パレスチナのことは、よくわかんな〜い」といいます。
パレスチナ評議会って？ 「ハマス」って？ 自治政府議長って？
要するに、イロハのイの字から、わかんな〜い、のです。かくいうぼくも、英語の表現に照らして、なんとか、わかったつもりでいます。
パレスチナ評議会はPalestinian Legislative Council（パレスチナ立法評議会）だから、「国会」かな。自治政府はPalestinian National Authority(PNC)だから、「パレスチナ国政機構」かな。自治政府議長はPresident of the PNCで、日本の外務省は「PNC長官」と訳しているけれど、まあ「大統領」というところかな。などと理解しているわけです。
［公正で透明性の高い国政選挙］
イスラエルや欧米各国は「ハマスはテロ組織だ」といいます。しかし、今度の選挙（1月25日実施）では、定数132議席の評議会で単独過半数の76議席を獲得し、アッバス議長が属するPLO（パレスチナ解放機構）主流派のファタハに代わって、議会第1党に躍り出たのです。しかも、暴力で妨害されるのではないか、と心配されていた選挙は、紛争地域では稀に見る節度を保ちながら、整然と行われました。ハマスが「テロ組織」であることを認めるにしても、きわめて透明性の高い選挙で、公正に選ばれた事実を否定するわけにはいきません。
欧米諸国の政府は、ハマス主導の内閣には資金援助しないといっています。しかし、長年パレスチナ自治の実権を握ってきたファタハが、なぜハマスに敗れたのか。これは、つらつら考えてみる必要がある、と思っています。
［アラファトの個人資産13億ドル］
ハマスの選挙公約は「自治政府の汚職追放」と「武装闘争の継続」でした。「武装闘争の継続」は、確かにブッソーです。自爆テロとイスラエルの報復攻撃に疲れ果てたパレスチナのひとびとが、それでも、ハマスを選択したのは、なぜだろうか。それほど、自治政府の腐敗がひどかったんだろうか。
ぼくなんか、「PLOのアラファト」はパレスチナ解放に殉じた聖戦士、と思っていました。カリスマの輝きに目を奪われていたんでしょうね。資産蓄積と縁故主義で相当に汚れていた、などという話を聞いて驚きました。パレスチナ自治政治が動きだした1994年から2004年までの10年間に、米国、EU、日本などから寄せられた資金援助は65億5000万ドルにのぼっていますが、自治政府資金から9億ドルが、故アラファト議長の私的口座に流れている、というのです。
パリに住む34歳年下のスーハ Soha Tawil夫人にも多額の送金があり、パリの検察当局が夫人の2つの口座をマネーローンダリングの疑いで調べたとか。口さがない噂か、本当の話か、遠い日本からはうかがい知れませんが、自治政府の足下にいる人たちには、アラファト一族の縁故主義と腐敗がよく見えていたのかもしれません。だから、ブッソーだけれど清潔なハマスを選択したのかもしれません。
［実権を握ると腐敗する］
なにかの本で読んだことがあります。蒋介石夫人の宋美齢さんが、アメリカ人記者から「共産党は清潔なのに、なんで国民党は腐敗するのか」と聞かれて「国民党は実権を握っているけれど、共産党は実権を握っていないから」と答えたそうです。まさしく、その通りで、政治の実権を握った中国共産党は、けっこう腐敗しているみたいです。
「権力は腐敗する。絶対権力は絶対に腐敗する」と言ったのは、19世紀イギリスの歴史家、アクトン卿でした。長かった武装闘争を経て、ようやく政治権力を握ったアラファト議長のPLOも、外国からの豊富な援助資金に溺れて、腐敗したのでしょうか。ハマスは暴力で政権を奪ったのではありません。ブッシュ米大統領も認めた公正な民主的選挙で、過半数を大きく上回る議席を獲得したのです。文句あるか、といわれたら、民主主義を唱導してきた欧米諸国に返す言葉はないでしょう。
［潮目が変わった］
よく考えてみると、これは大変な出来事です。1965年に対イスラエル武力闘争を始めてから40年間、パレスチナ解放運動の中核であり続けたファタハが、1987年に設立されて20年のハマスに、選挙でパレスチナの実権を奪われた。冷戦時代に世俗的民主国家の樹立を目指して始まった民族解放闘争が、冷戦後に出現したイスラム革命の潮流に呑み込まれようとしている。ぼくには、そんなふうに見えます。
ハマスが目指しているのは、明らかにイスラム教国家です。ファタハが西欧的に腐敗していくのを横目で見ながら、ハマスはきめ細かく地道な慈善活動で、パレスチナのひとびとの心をとらえたのです。歴史の潮目を変えるのだから、腐敗は怖いです。
