大切なのは、人材だ。

■スズキは、２５年ぶりの国内工場の新設を発表した。国内の大手自動車メーカーでは、ホンダが１０年の稼働を目指し、埼玉県内にエンジン製造から車両組み立てまでの一貫工場の建設を計画しているほか、トヨタ自動車が九州にエンジン工場を新設するなど、生産の「国内回帰」が鮮明になってきている。
■日本の製造業は、バブル経済崩壊以降、こぞって、生産拠点を次々に国内から海外へ移転させてきた。生産拠点移転の最大の目的は、コストの削減だ。同じものをつくるのに、日本と海外、特に中国などでは、コストは二十分の一ですむなど、コスト重視の経営をおこなってきた経緯がある。
■今回の回帰路線には、大きく３つの理由があるだろう。
ひとつは、日本の生産技術の漏洩防止だ。これまで、海外の生産工場は、日本の手となり足となり、生産さえすればよかった。しかし、現地で日本の生産技術が応用されたり、同じ技術を使って、現地法人が独自で生産する体制ができつつある。
これまでの輸出基地としての役割から、生産・提供へとかわりつつある事情がある。
■二つ目は、生産管理の問題だ。現地の人を大量に雇用し、日本式の生産体制を整備・維持することは、大変な苦労だ。日本の会社に雇用されているとはいえ、生活習慣から、風習、考え方、セクハラ問題まで、すべてにおいて、日本とは異なる。
こうした現地の従業員を、いかに管理するかは、経営戦略上とても重要だ。
■最後は、労務管理、特に、に品質の維持・向上のための人材を、いかに育成していくかが、極めて重要となっていることだ。日本と離れていては、なかなか目がとどかない。
問題が発生したときに、すぐに対処できないのだ。
■たとえば、トヨタの九州工場では、ベルトコンベアがないという。自動車工場といえば、ベルトコベアというイメージが強いが、それがないのだ。
理由は、なくしたことで、スペースを有効活用できること、そして、品質の最終チェックを「人」が実施するためという。つまり、機械より、人材が守護神なのだ。
■大量生産では、機械化は重要な生産手段であった。しかし、機械でいくら同じものを大量に作っても、他社製品との差別化には限界があり、品質が格段に向上する保証はどこにもない。やはり、最後は「人」によるチェックがどうしても必要なのだ。
■大量生産の、申し子的存在であった自動車産業で、こうした「人」の重要視姿勢は、今後、他の業界にも影響を与えることだろう。
人材の活用と育成は、企業にとっては、永遠のテーマだということを、この記事で思い知らされたような気がする。
