魅力の棚卸し？
7月の失業率、前月より0.1ポイント改善の4.1％へ - 東京
【東京 29日 AFP】総務省が29日に発表した労働力調査によると、7月の失業率は4.1％で、6月の4.2％よりも0.1ポイント改善した。
これはエコノミストの予想にほぼ一致する数値で、この5月に8年ぶりに実現した4.0％という数値をわずかに上回る。失業者数は前年同月より21万人減の268万人となり、8か月連続の減少となった。2006年に入ってから、失業率は1月の4.5％以降、6月を除いて減少傾向が続いている。

■失業率が改善している。
総務省統計局が29日公表した労働力調査（速報）によると、７月の完全失業率（季節調整値）は4.1％で、前月に比べ0.1ポイント低下。男性は4.2％で前月と同率だったが、女性は3.9％で前月より0.3ポイント改善。就業者数は6,421万人と１年前に比べ11万人増加。完全失業者数は268万人で、21万人の減少となっているというのだ。
■また別の指標である、有効求人倍率も改善している。厚生労働省が29日発表した、７月の一般職業紹介状況によると、有効求人倍率（季節調整値）は1.09倍で、前月を0.01ポイント上回った。有効求人は1.2％、有効求職者は0.3％、それぞれ増加。７月の新規求人は前年同月比で4.5％増加。産業別にみると、医療,福祉（17.4％増）をはじめ、情報通信業（9.2％増）、サービス業（7.1％増）の伸びが大きいとう。
■こうした指標が示すとおり、企業にとっては、頭の痛い数値も出始めた。
総合人材サービスのインテリジェンスが、７月のアルバイト98職種の平均賃金（時給）を集計した結果を発表。関東、関西で発行する同社の求人情報誌、求人サイトに掲載された求人情報から算出した結果によると、関東は1,048円、関西は984円となっている。それぞれ前月から７円、８円アップし、02年の集計開始以降で、最高の額となったというのだ。
■バブル崩壊以降、社員の賃金は低下し、アルバイトの時給も、かなり長い期間にわたって抑えられてきた。新卒採用を大手各社が削減していたこともあって、正社員になれず、とりあえず、アルバイトで働いていた第二新卒組は、多かったはずだ。
■企業、特に人件費に多くを費やすことのできない中小企業にとっては、ほんのタッチの差で正社員となれなかった、第二新卒群を、安価でアルバイトとして採用し、これまで業績を伸長させてきた企業も多いだろう。
■しかし、景気の回復とともに、正社員指向が再燃し、アルバイトも、今までと同じ条件では採用できなくなっている。その数値的な表われが、インテリ社の発表を裏づけている。
賃金があがり、有効求人倍率も回復しているとなれば、何かしら、企業に魅力がなれれば採用はますます難しくなっていくだろう。
■ちょっと前だが、リストラされた中高年の再就職への対応に、「スキルの棚卸し」ということが盛んに言われた時期があった。採用活発化で、選ぶ側から、選ばれる側に回った企業は、「魅力の棚卸し」が必要かもしれない。

- 東京都在住。外資系メーカーの営業職を経て、某サービス系企業の人事部に在籍。人事・労務業務の他、企業の倒産・再生の取材活動も実施。現在は社員教育、採用に注力する傍ら、フリーで教育・ビジネス関連（ビジネス文書書式集本、中小企業向採用・教育等冊子）の執筆も行っている。
