〔戦略的「要衝カシミール」〕
「地政学的な要衝」の意味を知るには、住んでいる人々の顔を見て、文化に触れると一発で理解できる。要衝とは、「戦略的重要拠点」だ。カシミール地方は中国、アフガニスタン、インド、そしてパキスタンにまたがる山脈の谷間地。そのため、歴史の中で多くの民族と文化がこの地で交わり、通商を繰り返し、一時は、ヒンズー教、仏教（ガンダーラ文化圏）が、現在ではイスラム教が信仰の中心になっている。
〔立ち入り禁止地区〕
顕著なのは、日本人のようなモンゴロイド系から、白人で目が青い者たちまでがこの場所で生活していることだ。歴史の要衝であったがゆえに、「血の融合」が進んだわけだ。特にインドとパキスタンにおいては、カシミールの主権を巡る戦いが続いてきた。主なところでは１９４７年のパキスタン独立直後に起きた「第一次印パ戦争」、その後４９年の第３次まで本格的な「印パ戦争」が続き、現在は、正規軍による正面からの戦いではなく、イスラム急進派が中心となった個々のジハード〈聖戦〉が、特に停戦ラインを挟んだインド側のカシミール（ジャム・カシミール）において続いている。そのため、パキスタン側のカシミールも、地震発生まで、外国人の立ち入りが許されていない場所であった。
〔噂される核兵器とムシャラフ大統領〕
問題が印パ２国間で終わらない理由は、両国が保有している「核兵器」の存在である。すでに保有が公となった最終破壊兵器の使用は、カシミール問題が発端になる可能性があると想定されているのだ。
そして、パキスタン側のアザドゥ・カシミールにも、有事に備えた核の装備が進んでいると考えられている。
その事実に各国は懸念と不安を抱いている。カシミールが不安定なままだと、核の暴発の可能性も充分に考えられるからだ。
そんなパキスタンで１９９９年、軍事クーデターにより政権を取ったのが、現在は国際社会との協調派路線と取るムシャラフ大統領である。〈９・１１〉以降、特にアメリカとの協調路線をムシャラフは取る。しかし、それはまた、イスラム原理主義勢力と敵対することをも意味し、実際、何度か暗殺されかかったムシャラフの国内基盤は弱い。
地震により社会不安が広がることは、ムシャラフ政権の危機だけでなく、世界、その中でも、原理主義者たちのターゲットとなっているアメリカにとって重大な不安材料だ。なにせ、核を握る恐れがあるからである。
そこでアメリカは地震発生当初はアフガニスタンに駐機させていたヘリコプターで、大量の物資をカシミールに投入。以降、国連とジョイントする形で、山岳地帯への援助の要である「空輸」を積極的に担当している。（１月に取材した時点では、沖縄の海兵隊もカシミールに入っていた）
だが、印パの緊張には一時雪解けムードもあった。パキスタン側のカシミールと、インド側のカシミールの停戦ラインが昨年末、一時開通したからだ。理由は、インドから陸送で救援物資を運ぶという人道的な目的。両国の「雪解け」に世界は沸いたが、しかし、１月の時点では、停戦ラインは依然軍部の最重要警備ポイントで立ち入り禁止。陸送も行われていない。緊張は幾分和らいではいるものの、国内世論を考えると、６０年近く戦ってきた両国がそう簡単に和解することは、当分ないのかもしれない。
〔国家戦略としての緊急支援〕
「緊急支援」が純粋に人道的な目的で行われて欲しい。だが、国際政治の中ではその意味合いがまったく異なる。
緊急支援とは、すなわち形を変えた「国家安全保障」であり、「国家戦略」なのだ。
「恩義」は世界中、どこででも通じる。特に苦しい時に受けた恩義を、人は忘れないもの。特に情に深いパキスタン人は、それが顕著だ。
かくして紛争地カシミールは、思惑を伴った世界の援助が集中することになる。
今回の取材で特に痛感したのがアメリカが、パキスタン内の原理主義者たちを刺激しないよう、一般の目に触れない空港などで限定的な活動を続けているのとは違い、中国のしたたかさと、支援の巧さだ。
中国にとっても、国内の「火薬庫」新疆ウイグル自治区に接するカシミールは絶対に味方にしておきたい。そのためだろう。この写真にあるように、青く染め、漢字が入ったテントを、軍施設、及び国境につながる幹線道路沿いのキャンプに重点的に大量配布していた。露骨なまでの「Show the flag」的支援で、辟易とするが、だが、これが国際政治の実態だろう。
確かに、侵略的な戦争を起こして世界を不安に陥れるより、困ったときに助け合う方が、世界のあり方として正しくも感じる。だが、青いテントは日本人の美意識に合わないというのが、率直な気持ちだった。
