【写真の真相】リアル版「シティ・オブ・ゴッド」

ブラジルのスラムをドキュメント風に描いた「シティ・オブ・ゴッド」は、大好きな映画だ。
この映画は実在する「シティ・オブ・ゴッド」というスラムでの話が中心で、ストーリーは展開されるのだが、ドラッグに関連し、銃器を携帯したギャングがヘラヘラ笑いながら殺しを続ける情景に、腹の底から冷え冷えとしたブラジル・スラムの恐怖を感じることができる。
これがリアルなのは、本物の住人を俳優として使った、セミドキュメントの映画だからだ。
さて、今回ブラジルで訪れたのは南米一大規模のスラム（３万世帯）と呼ばれるリオのスラム「ホッシーニャ」だった。
（ちなみに、このＡＦＰの写真では、ロシーニャとなっていますが、ポルトガル語では、「R」の発音が「ホ」になるので、現地での発音は、ホッシーニャが正解です。
これと同じく、サッカー選手のロナウドは現地では「ホナウド」と発音します）

■ブラジル・スラムの恐怖
私はこのスラムに１４年ほど前に初めて訪れ、１２年ほど前には、軍隊と一緒に突入して撮影した経験がある。当時の治安状況は最悪で、基本的に警察が立ち入ることができない「ドラッグ・マフィアの自治区」が、このスラムを中心に出来上がっていた。
（非合法「自治区」が故、ドラッグ取材で立ち入る時に、重武装の軍事オペレーションに同行する手段を選んだのだ。それは生ぬるい「踏み込み」ではなく、軍隊による本気の戦争でした）
ドデカイ拳銃を腰に下げた連中が平気で歩いている場所で、日常的に朝になると、抗争の末に殺された死体がゴロゴロと転がる場所。その周辺で、子どもたちが死体をいじりながら遊んでいるのがあまりにもシュール過ぎた。
私の経験では、南アのヨハネスブルグと同じくらい「世界で治安が最も悪い場所」なのだ。
だが、ブラジルはもの凄い経済発展を続けている途上の国。まさか、以前のようなことはないだろうと思っていた。
が、そんな私の推測はあっさりと裏切られてしまった。
今回は、地元のテレビ局スタッフに案内してもらったので、どこに入ることが「できるか」「できないか」の判断は彼らに任せた。
経済発展している国だけあって、今のスラムには活気が生まれている。事情を知らない人がこの中に足を踏み入れたなら、少し貧しいゴチャゴチャした「街」という感想以外は抱かないだろう。
ミニスーパーもあるし、カフェもあるし、そればかりか、生活に必要なおよそすべてのものは、このスラム内で調達することができる。
だが、一方でブロックごとに、どのマフィアが支配しているのかが決まっていて、それによって麻薬取引に関連した利権が確保されている。そして、そのブロック割を知らないで、勝手に写真でも撮影しようものなら、そんなマヌケは簡単に蜂の巣にされるのがオチなのだ。
実際、普通に見えるスラム街の中を歩いていて、ふと前を見ると５～６人、濃いサングラスをかけた若者がたむろしていた。ちょうど深夜のコンビニ前で、ウンコ座りをした日本の若者のようにも見える者たちだった。
だが、腰にはデッカイ拳銃をさしている。また１人が携帯したカラシニコフは、銃身や銃創がなんと金張り。濃いサングラス越しにこちらの動向をチェックしており、もし、彼らに向かってシャッターを切ったなら、即、引き金を引きそうな、そんな緊迫感をあたりに漂わせていた。
銃器を持った兵士たち、いや、たとえゲリラであっても、大抵、あまり怖さはない。
理由は、統率に則って、兵士やゲリラは指揮されているからだ。
だが、今回のスラム街の若者たちは心底怖かった。
濃いサングラス越しに私たちを見る視線にも冷え冷えしたものがあったし、到底、共通言語を持つ者とは思えなかったからだ。そんな連中は、引き金をひくことに一抹の憐憫も、迷いも感じないのだろう。ヘラヘラ笑いながら引き金を引く、そんな「シティ・オブ・ゴッド」的な世界に、彼らは生きているのだから。
■世界に存在を示すブラジル
すべてがお金で語られ、すべてが所有する資金の量で判断される資本主義の行きすぎが明らかになって来ている。いくらお金を持っていても、幸せではないし、幸せの源がお金にあるのではないことは明らかだ。
「市場の中の見えざる手が、最終的には正常に経済・社会を発展させる」というアダム・スミス型の資本主義は、どう見ても、限界に達しているのだろう。
その昔アダム・スミスが考えたのとは桁違いの資金が、地球を覆い尽くし、一瞬にして、国をも、資源をも破壊することが明らかになったからだ。
しかし、アメリカは依然、こうしたアメリカ的な経済の自由化（新自由主義）を是とし、アメリカの是による「世界の統一（グローバリゼーション）」を狙っている。
（ちなみに先日の「吉野屋」の牛丼騒ぎも、結局はあまりにも露骨な、アメリカ政府による、アメリカ牛の日本への押しつけだろう。
私はアメリカに行った時は、平気でアメリカ牛を食べるし、狂牛病がまっさかりの時には、あらゆる動物の脳みそも、脳髄も繰り返し食べていたので、もう手遅れかもしれない。
だがしかし、日本の門戸を強権によって開き、日本に持ち込まれたアメリカ牛を食べることには、断固として反対し続ける。国家権力による理不尽な押しつけだと感じるからだ。
アメリカという国家の「国家ぐるみ」の戦略に日本政府が盲従したことでの損失は、たとえば、坂村健によって開発された日本独自のOS「トロン」などの例もある。今では携帯電話を中心に、あらゆるＩＴ機器のOSになっているトロンだが、アメリカ政府の不平等な経済介入により、開発には決定的な遅れが生まれてしまった。これが健全で、自由な２国間貿易と言えるのだろうか・・・）
そんなアメリカ中心主義に、ブラジルは様々な方法で反対をし続けている。
それを支えているのが、ブラジルで８５年まで、２０年余り続いた軍事政権時代に、海外に政治亡命していた大勢のブラジル人。
多くは、ヨーロッパの大学などに在籍したり、教鞭をとっていた人たちで、１９９５年～２００２年まで大統領だったカルドーゾ氏もそんな１人。
そして、そうした知識人が集まってスタートさせたのが、ブラジル南部の街ポルト・アレグレから始まった「世界社会フォーラム」である。
これは、世界経済人や政治家を集めて毎年行われる「ダボス会議」に対抗する形で２００１年から開かれるようになったもので、「もうひとつの世界は可能だ！」を合い言葉に、毎回１０万人規模の人がこの会議に集まってくる。
私もインドで２００４年に開かれた「世界社会フォーラム」に参加しているが、あらゆる市民活動が集まったこのフォーラムには、形にはならないが、逆に何ものにも収まらない、そんなエネルギーが充満していた。新しい潮流を、感じ取れるフォーラムだった。
経済発展をしながらも、ブラジルという国は、しっかりと自国が進む方向を見つめ、守っている。
そして、ブラジルは、理不尽なことであれば、たとえアメリカ政府にでもモノを申す姿勢を貫いている。
そんなブラジルを日本も少しは見習いたいものだ。
