【写真の真相】 ハイチ 悲しき熱帯

カリブ海に浮かぶ島ハイチで、凄まじい暴力が嵐のように吹き荒れて久しい。２０世紀後半、この国ではいつも暗殺が横行し、敵対する武装民兵同士が殺害を繰り返された。
ハイチは、１４９２年コロンブスが到達し、アメリカ大陸の一部だと考えた島だ。
以降５００余年、この場所ではいつも、人々の血と涙が流れ続けた。
今回は、「悲しき熱帯」ハイチについて考えてみたい。
〈ブラック・アフリカが残る国〉
コロンブスがこの島に到達した時（１４９２年）、この島に住んでいたのはプロトモンゴロイド系の住人だったのだから、南北アメリカの先住民に近い人たちである。
（コロンブスの新大陸発見の年は１４９２年と記述されることもあるが、正確には、１４９８年、３度目の航海で南米に到達したのが大陸初上陸。）
しかし、最初の住人たちは航海者たちが持ち込んだ病気や理由なき殺害のため、すぐに姿を消す。
先住民にかわりエスパニョール島に住み着いたのが、スペイン人たちであった。彼らは主に東側にアフリカから連れてきた奴隷を使い入植地を作り、これが後にドミニカ共和国になる。そして１６９７年、スペインは西側１／３を香辛料の大規模プランテーション作りを目論んだフランスに譲渡し、これが後にハイチ共和国になった。
ここで注目したいのが、その当時と現在の人種構成の変化だ。
当時、ハイチとドミニカは共に、ヨーロッパの白人と、アフリカ人が住人で、一見しただけでは、人種的な違いはなかったはずだ。
次に、現在の人種構成が以下のデータだ。
ハイチ 黒人 ９５％
ムラート（白人と黒人の混血）、および白人 ５％
ドミニカ 白人 １６％
黒人 １１％
ムラート ７３％
プロトモンゴロイドの先住民がまったくいないというのも衝撃だが、それと同じくらい衝撃なのは、この人種構成だ。４～５００年前は同じ人種構成だったはずの両国が、今ではまったく異なった人種構成を作っている。
そして、この数字から浮かび上がってくるのは、スペインとフランスの植民地政策、ならびに黒人に対する思いの違いだろう。
フランス人入植者は基本的に家族単位で植民地に入った。一方スペインは独身の男が中心だった。そのため、フランス人は現地妻を必要としなかったのに対し、スペイン人は女性の現地調達が基本だったのだ。（ここではあえて、モラルを善悪を問うことはしない）
しかし、私にはこの数字の違いがそれだけではないような気がする。
根底にはフランス人の黒人に対する根深い差別意識と、同時に、スペイン人の奔放な性に対するスタンスがあるのではないのか。
そして、ハイチ人は、言葉には出さないものの、「自分たちの血に白人の血が混じっていないこと」によるコンプレックスを持ち、ドミニカ人は、「自分たちの血に白人が混じっていること」によるコンプレックスを持っている。両国を訪れ、現地の人とのやりとりをしていると、言葉の端端から、そう感じてしまうのだ。
それが直接、間接的に現在の混乱を生み出しているのではないのか。
ちなみに大統領に返り咲いたプレバル氏は、ハイチ人口の５％を占めるムラートで、現在も、ムラートの多くはハイチ社会の重要な地位にいる。
〈狂気の独裁者とアメリカ〉
１９世紀初頭の独立にもかかわらず、１９５０年代までハイチは植民地支配の影響にのたうち回っていた。そこに登場したのが医師フランソワ・デュバリエである。５７年、デュバリエは大統領に当選。人々から親しみを持って迎えられたが、しかし、直後から一気に恐怖独裁政権をひく。
恐怖支配の象徴は闇夜に紛れて反対派を殺しまくった暗殺団「トントンマーク」。
そして社会の隅々まで目を光らせた支配はデュバリエの息子に渡され、結局、１９８６年まで続いた。
そんなデュバリエ父子による長期独裁政権を調べると、いつも見え隠れするのがアメリカの存在なのだ。米軍がハイチ軍を訓練したり、父デュバリエの命を救命チームを派遣して救う事もあった。（アメリカの尊大な覇権主義は、この時代から急速に力を増していったのだろう）
理由は、ハイチの隣にキューバだ。
１９５９年にカストロ政権誕生、６２年にはキューバ危機が発生。「共産主義のドミノ理論」に恐怖を抱いたアメリカは、独裁者がハイチを無茶苦茶にしようが、暗殺、処刑が日常的に起きようが、支援し続けたわけだ。
１９７１年、父デュバリエは、子に大統領資格を得させるため、国民投票を実施し、大統領資格年齢を４０歳から１８歳に引き下げることに成功した。その時、憲法改正に賛成した国民票は２３９万票。反対票は０だったというのだから、もう無茶苦茶を通り越した狂気の独裁政権という以外ない。一切口を閉じ、独裁者に従うことが唯一、この時代のハイチで生き残る方法だったわけだ。
〈人々は「解放の神学」に希望を見た〉
６０年代以降の中南米は、混乱の時代を続け、どの国も、植民地時代の傷跡から立ち上がることができないでいた。貧困と絶望の時代が大陸全体を暗く覆っていた。
それを精神的に救済したのが、ペルーの神学者、グスタボ・グティエレス神父が１９７１年に書いた本「解放の神学」だった。「もっとも貧しい者のためにこそ神はいる」というこの考えは、中南米だけでなく、アジア、アフリカにまで、一気に広まっていく。
貧しい人々が集まり、キリスト教の「基礎共同体」（つまりコミュニティ）を作ることで、現実社会の難局を打破しようとの試みで、それまでカトリックという制度において、上から与えられる一方だった宗教を、解放の神学は、下から上を変革する潮流だった。
だが一部で「解放の神学」は、共産主義や社会主義思想に近づき、またその一部では、武装闘争を肯定する神父をも生み出す。〈現在では、「解放の神学」という言葉があまりにも政治色が強い言葉となったため、「Basic Christian Community（キリスト教基礎共同体）」と呼ぶのが一般的〉
１９９１年、ハイチの大統領に就任したアリステッド氏も、そんな「解放の神学」を実践する神父だった。
彼は、キリスト教と社会主義をとおして、本気で「国民和解」と「国家再建」を目指した。
だが、それまで、親子２代に渡って続いたデュバリエ政権の腐敗はあまりにも色濃く残っていた。反アリステッドの軍事クーデターや暴力が吹き荒れ、それにアリステッド派の市民も暴力で対抗し続けた。ちなみに軍事クーデターを裏で仕切っていたのはＣＩＡだったというのが、現在の定説。アメリカ政府は、合法、非合法を含め、あらゆる手段でのハイチ支配を試みていたのだ。
これが第一次アリスデッド政権で、アリステッドは１９９１年２月に大統領就任。しかし、国内の混乱からわずか７か月ほどで政権を放棄し、国外脱出した。
だが、アリステッドは１９９４年に帰国し、２００１年に再び大統領に返り咲いた。
けれども国内の混乱はその後も続き、アリステッド自身も、武力による制圧を繰り返すようになる。
かつて真摯に「解放の神学」の実践を願った神父の姿は、そこにはなかった。それだけではない。かつてアリステッド神父と同じ理想を夢を見た仲間たちも、権力を掌握した途端、腐り始めたのだ。
その結果、国内の混乱は、拡大し、２００４年２月、アリステッドは、再び、国を追われた。
〈人間の希望はどこに・・・〉
ハイチの現代史を振り返ってみると、悲しさだけが胸をえぐる。
その背後で流れ続けた血に、言葉を失いそうになる。
帝国主義の傷跡に心が痛み、アメリカの露骨な覇権主義にも怒りを覚える。
だがそれだけではない。
私自身、８０年代後半から９０年代にかけ２年近くペルーに住んでいるが、ひとつの理由は、「解放の神学」に触れてみたかったからだ。あの時代、解放の神学は、ひとつの希望だった。
だが、冷戦があっけなく幕を閉じ、「共産主義」が効力を失った２０世紀末、解放の神学という「理想」も、行方を定めることができなかった。
貧者が権力を握った途端、権力に弄ばれ、他者を圧政するようになった。
慎みを失い、己を過信した権力が頼るのは、暴力でしかなかった。
今回は、「権力」のことを考えすぎて、ホトホト疲れました。
ハイチの新大統領プレバル氏は、とてもシンプルな農業学者だという。彼がこの国を少しでもまっとうにしてくれることを、今は願うしかない。

日本の幕末は国内での争いの末、人斬りを使ってまで殺し合いがあったといいますが、きっと人種が違うことで、さらに溝がうまれてしまうのでしょうか。それはとてもかなしいことです。いろいろな教育 （宗教以外）の末にはその溝がうまって独裁的な政治がなくなるはずと希望を持って、これから誕生してくる子供たちにも期待したく思います。

幕末の記録を読むと分かりますが、列強の武力に屈して不平等条約を結んだ結果、
僅か３年でそれまで円満だった日本経済はズタズタにされています。
また不平等条約を押し付けた各国大使も「欧州の屑」と唾棄したヨーロッパ人が大挙して横浜・江戸を荒らし回り、殺人・強盗・強姦を繰り返しましたが、治外法権のためまともに裁かれることもありませんでした。
明治以降、江戸時代の記憶は封印され続けました。これらの出来事を指摘し続けてきたのは、皮肉にも日本人より、同胞の乱暴を苦々しく見つめていたまともなヨーロッパ人でした
