歴史に学べない中国－－新華社の検閲規制

中国の国営新華社通信が9月10日、「外国通信社の中国国内におけるニュース・情報管理規定」を発表した。中国の国益、名誉、安全を損なうニュースや邪教や迷信の宣伝などの記事を禁じたり、削除する－－という身勝手な内容だ。当然ながら、外国通信社、メディアは強くこれに反発している。大規模な反日暴動が吹き荒れた昨年春にも、中国を訪ねた日本の要人に対して中国指導部が「日本政府はもっとメディアの反中報道を規制すべきだ」と注文して冷笑を買った事件がある。報道の自由、政治的自由、民主主義的な政治が欠如する中国社会主義の体質を如実にあらわすケースと言っていいが、それにしても過去の失敗や歴史に学べない中国当局の姿勢は余りにもレベルが低すぎる。
◇強まる報道規制
中国政府は、新華社の発表に先立つ7月にも新たな国内インターネット規制策を打ち出し、100以上のウェブサイトが強制的に閉鎖されたという。08年に予定される北京五輪に向けて、今後もメディア規制が強化されるだろう。今回の新華社による外国通信社への検閲規定も①中国の国家統一、主権、領土保全を害する報道②国家の安全、名誉、利益を損なう報道③邪教や迷信の宣伝④民族的団結を傷つける報道⑤虚偽情報で経済・社会秩序を乱す報道⑥社会道徳や文化伝統を損なう報道－－などを禁止し、記事を削除したり、違反した通信社を処罰するという内容のようだ。中国の国内向けにニュースや情報を提供している外国通信社はＡＰ、ロイター、ブルームバーグなど欧米系だが、配信の実務は新華社の子会社を経由して行われているという。
◆欧米は反発、日本は？
このような報道の自由、表現の自由、思想の自由に対する一方的な規制に欧米諸国が反発するのは当然だろう。アメリカ国務省報道官は「報道の自由は中国の憲法にも認められた基本的権利であり、いかなる規制も認められない」と厳しく批判した。欧州連合（ＥＵ）も中国政府に「恣意的な検閲行為は容認できない」と、外交の場を通じて強く申し入れているという。だが、日本ではいくつかの大手メディアが新華社の発表について事実関係を報道しただけで、これを正面から批判するような分析、意見はほとんど見られない。昨年の反日暴動の際にも、さまざまな政治的見解を自由に表明したり、論じ合う場がないという中国のメディア事情が問題になった。もともと共産主義、社会主義体制下のメディアに開かれた自由が存在せず、それが体制崩壊の遠因にもなったことは、ソ連時代のメディアを振り返れば明らかだろう。中国政府がそうした歴史に学ぼうとせず、また学んでも教訓を生かすことができないのは、体制そのものに原因がある。だが、欧米の政府やメディアはそうした報道の自由の大切さを身をもって熟知しているのに比べて、日本の政府や日本のメディアはいかにも鈍感すぎる。それとも、靖国問題などの政治的波紋に配慮して、「相手が中国だから……」と遠慮でもしているのだろうか？
◇太い馬脚があらわれている
英国を訪問中だった温家宝・中国首相は、ブレア英首相と会談した後の記者会見でこの問題にも触れて「外国報道機関の権利と自由を保障する」と述べたが、それは北京五輪を前にイメージダウンを避けたいがための発言に過ぎないのではないか。中国指導部のホンネは、冒頭に触れたように、反日暴動の最中の中国幹部の発言（日本政府ももっと日本のメディアを規制せよ）に象徴されているからだ。いかに言葉を飾り、美辞麗句を並べたとしても、中国社会主義の体質が今回の新華社の発表に馬脚が顕れていると言ったほうがいい。しかも、その馬脚は太く、根が深い。
