アラブ首長国連邦（UAE)の国営会社ドバイ・ポーツ・ワールド（DPワールド）がついに米議会のイジメに屈した。DPワールドはもともと米国のボルティモア、ニューヨーク、ニューアーク、フィラデルフィア、マイアミ、ニューオーリンズの主要６港の港湾施設管理業務を請け負っていた英国企業を買収しただけだったが、米議会民主党などから「国際テロ対策上、問題がある」「港湾の安全が冒される」などのいいがかりをつけられ、ブッシュ大統領の必死の説得にもかかわらず買収を断念させられたものだ。その背景には、今秋の米中間選挙をにらんだ「何でもアリ」の醜い政争が渦巻いて見える－－
◇安易な排外主義
米議会が「外国企業による買収はまかりならぬ」と、ゼノフォビア（排外主義）丸出しの熱に冒されたのはこれが初めてではない。昨年夏、中国の国営石油会社（CNOOC）が米大手ユノカルを買収しようとした際にも、議会は「中国に国益を奪われる」と大騒ぎをして、結局買収案を葬ったことがある。もちろん、アジアで軍事的台頭を続ける中国と米国とのエネルギー争奪戦を考えれば、その理屈はわからないでもなかった。だが、今回のDPワールド社の場合はとんでもない見当違いの要素が少なくない。例えば、DPワールド社は英国企業に代わって港湾管理業務を請け負うが、実際に港湾施設のテロ対策や安全管理、警備、警戒業務を主管するのは主として米沿岸警備隊（コーストガード）や国土安全保障省であり、さらには連邦捜査局（ＦＢＩ）、中央情報局（ＣＩＡ）なども随時、これに連携する。経営主体が代わったからといって、対テロ警備・安全対策がおろそかになりようがないのである。
◇無責任なヒラリーさん？
ところが、DPワールドによる買収話を聞いて騒ぎ始めたのは、主として民主党のヒラリー・クリントン、チャック・シューマー上院議員らである。その理由を推測すれば、民主党は伝統的に港湾労働者らを選挙の際の支持母体にしている（ケネディ大統領の時代もそうであった）。写真が物語るように、シューマー議員らは港湾労働者集会をあじったり、この問題でブッシュ政権を激しく攻撃した。しかし、その理由は冷静に見れば必ずしも説得力があるわけではない。それでも、議会が騒いで問題に火を付けた結果、世論調査でも７割近い声が「アラブ企業に港湾管理を任せてはならぬ」となった。これこそ、ブッシュ政権を攻撃する格好の材料になると見たのではないだろうか？
◇中間選挙が熱病をあおる
民主党によるブッシュ政権批判が勢いをつけると、これに乗り遅れじと共和党も続いた。何故かと言えば、今秋の中間選挙はこれまで上下両院を支配し続けてきた共和党にとって見通しがかなり際どいとされているからだ。イラクの政治情勢、イラク派遣米軍の撤退見通し、対テロ戦争全般、経済などをめぐって、ブッシュ大統領はもう再選がないので、世論調査の支持率を気にせずに任期を全うしようとしている。これに対し、議会共和党はブッシュ大統領のペースで政治を進められると自分たちの選挙が危うくなるというわけだ。このため、共和党もホワイトハウスを適度に批判したり、難癖をつけたりしながら、有権者たちに対して「私たちは違います」とアピールしなければならない。それが政治、と言われればそれまでだが、対外的影響を考えるといかにも近視眼的であり、友人を失う行動でしかない。
◇「ハッピーですか？」
こうした構図がみえみえであったからか、米紙ワシントンポストの社説（10日付）は、皮肉たっぷりに議会に対して「それでハッピーなの?」と問いかけた。「我々の勇気ある議会」は、単なるビジネス取引に難癖をつけ、騒ぎをあおっておいて、結局は米国の安全保障、経済、同盟関係における長期的国益に害を与えたのではないか、と厳しい疑問を呈している。まず第一に、UAEは米国にとって最も歴史の古い穏健派アラブ国家で、同盟・友好関係も深い。米海軍艦船にとって湾岸地域で頼りになる寄港地でもある。そんな国が、今回のようなイジメといやがらせを受けた。この結果は、他の友好的アラブ諸国にとって「アメリカと友好的に付き合ってこんな仕打ちを受けるのか！」とネガティブな影響を与えるかもしれない（ブッシュ大統領も「この問題が中東の友人や同盟国にどう受け止められるか懸念している」と指摘している）。また、テロ組織やその指導者たちも穏健派アラブ諸国を「それ見たことか」と喧伝するだろう。アラブ世界では、こうした形で顔をつぶされることをひどく嫌うそうだ。アラブならずとも、ひどいと思うのが普通の人情だろう。第2に、仮にDPワールド社が港湾管理業務を引き継いだところで、それは港湾を買い取るのとは全く異なる商行為である。それを民主党議員らはいかにも「アメリカの港が身売りされてしまう」かのような話にデッチ挙げてしまったのだ。
◇FTA交渉も延期へ
報道によると、米通商代表部（USTR)は１３日の週にも予定されていた米＝ＵＡＥの自由貿易交渉を延期せざるを得なくなり、両国関係に微妙な悪影響が出始めているという。議会の主導権を奪わんがために、自らアメリカの国益を損ねていいのか？－－クリントン、シューマー議員らに対するワシントンポストの指摘は厳しい。この問題の教訓は、日本もアメリカ議会とはそういうところだということを肝に銘じることだろう。とくに選挙の年は何でもアリ－－。哀しい現実ではあるが。
