少子高齢化で経済は破綻するか？
進む一方の高齢化、2050年には65歳以上人口4億人突破と予測 - 中国

１９７０年代の初めから、中国は一人っ子政策を始めました。そして１９７９年から、かなり厳格にこの政策を実施し、現在に至ります。
もっとも、貧しい農村では子供が生まれても戸籍に載せないという形で、第ニ子・第三子を産むことは珍しくないようです。（中国の人口が公式発表の１２億人よりはるかに多いと言われるのは、このような無戸籍者が多数存在することにも原因があります。）
また、都市部を中心とする富裕層は、かなり高額ですが、罰金を支払うことで第二子・第三子を産むことができます。
この一人っ子政策も２０１０年頃には廃止されるとのことですが、｢二人っ子政策｣のような形で、若干の規制は残ると見られています。
中国の友人と話をすると、少子高齢化も心配だが｢小皇帝｣として甘やかされて育ってきた一人っ子世代が、中国政治・経済の中核に登場するときが心配だと言います。
現在２７歳より若い人間は基本的にすべて、３５歳より若い人間のかなりの部分が一人っ子です。
｢シックス・ポケッツ｣と言われる、両親とそれぞれのおじいちゃん・おばあちゃんから甘やかされて育った世代も、気がつけば中国社会を支える年代になってきています。
中国の｢資本主義化｣によって国を豊かにしてきた世代と違い、戦争はおろか、｢文化大革命の悲惨な経験｣もほとんど記憶にありません。
貧富の差の急速な拡大・過剰投資により不良債権の大幅な増加など、これまでの｢高度成長のひずみ｣が現れたときに、彼ら一人っ子世代が登場するのです。
しかも、中国の私企業の経営者や政府高官には、改革解放政策以降、海外留学などで経験をつんできた一人っ子世代の若手エリートが、既に多数います。
順風満風で発展してきた中国経済が危機に瀕したとき、彼らがどのような活躍をするのか大いに注目されます。
また、中国や日本よりもはるかに早いスピードで、少子高齢化が進んでいるのが韓国です。
出生率は、日本を大きく下回りほとんど｢１．０｣です。日本の人口減少は既に始まりましたが、経済発展が遅れて始まった韓国の人口減少は２０２０年(推定４９９６万人）からスタートします。ただし、そのスピードは日本をはるかに上回ります。そして、６５歳以上の全人口に占める比率は、２００５年の９％から２０５０年には３７％に達する見込みです。
しかも、人口減少が始まる２０２０年には１５２万人の労働力不足が生じる予測です。

米国は、本ブログの｢ヒスパニック、パワーレンジャー｣でもお話したとおり、大量の移民(その中には、望まなかった２０００万人にも及ぶ不法移民がいますが・・・）で少子高齢化にアプローチしましたが、日本をはじめとするアジア諸国が人口の五分の一にもおよぶ移民(建国の歴史から言えば、米国民はほぼ１００％移民ですが・・・）を受け入れるかどうかは疑問です。
日本・中国・韓国などの国々は、この｢大問題｣に他の方法で対処しなければ、数十年後に経済的に破綻してしまう可能性も充分あります。

１９８９年、フランス国営クレディ・リヨネ銀行入行。フューチャーズ・ブローキング・ディビジョン課長などを歴任し、主に金融・債券先物、デリバティブなどを担当。
１９９４年㈱大原創研を設立し独立。
２００３年より証券新報社(証券タイムズ）顧問。
著書には
『韓国企業はなぜ中国から夜逃げするのか』（講談社）
『１００万円を確実に１億円にする中国株投資術』（講談社）
などがある。
