マカオ、ラスベガスを抜いて世界一のギャンブルの中心地に - 中国

１９９７年に返還された香港は、その後も、共産党一党独裁の中国において、資本主義のメッカとして機能してきました。
最近は、上海・北京・深センなど、中国主要都市の資本主義化が著しく、資本主義センターしての機能は相対的に低下してきていますが、それでも都市としての活力を維持しています。
また、政治的な自由に関しては、ここ数年締め付けが厳しくなってきた感もありますが、中国本土からの香港旅行自由化政策などによって、今後も香港の金融センター＜中国にとっては資本調達場所＞としての地位をサポートする政策を明らかにしています。
実際、中国政府の規制色が強く、外国人の参加も制限されている、大陸の深セン・上海の市場は、資本調達の場としては、まだうまく機能しておらず、大型IPO（新規上場）は、すべて、香港市場で行われているのが現実です。
一国二制度といえば、ポルトガルから返還されたマカオも忘れてはなりません。
このマカオは、一国二制度の枠組みの中でも、香港とは違った役割をになっています。
香港は、植民地時代を通じて、１０階建てのビルの工場などで有名なように、地場産業というものを持っていました。また、中国大陸への、港（貿易港）としての役割もまだ充分残っています。
それに対して、マカオにはこれといった産業もないので中国では唯一ギャンブルが公認された「中国版ラスベガス」としての発展を目指しています。
ベイサイドの高級マンションなら最低価格２億円という香港とちがって、ポルトガル風のエキゾチックな街中でも２０００万円から４０００万円程度でそれなりのマンションが買えるため、不動産投資の対象としても面白い地域です。（もっとも、ここ数年で相当価格が上昇しましたが・・・）
また、香港の永住資格を取得するためには１億円以上の投資をしなければなりませんが、マカオなら１５００万円程度で十分なのも大きな魅力です。
しかしながら、もっとすごいのは、マカオでは売・買春が公認されていることです。香港の男性は、週末になるとマカオにこぞって遊びに行きます。女性を求めてということだけではなく、ギャンブルも、中国大陸同様、香港では、基本的に違法だからです。
また、大陸から遊びに来る中国人の男性の賭けっぷりもすごいです。殺気立っているとでもいうのでしょうか？競馬・マージャン・パチンコも含めて、一切のギャンブルが禁止されている地域からやってきているので、かなり熱くなってしまうのでしょう！
ギャンブルを公認する都市はよくありますが、売・買春が合法化された都市はきわめて珍しいでしょう。
私の知ってる限りでは、他に売・買春を政府が公認しているのはオランダくらいです。
最近はやや緩んできてはいますが、 中国大陸での政府の「性道徳規制」の厳しさは広く知られています。
ところが、すぐそばのマカオでは堂々と売買春ツアーの営業がおこなわれ、それによって国家の財政も潤しているというのです。（もちろんフェリーターミナルのある香港での売・買春は違法なので、厳しい取り締まりがあります）。
社会主義国家の、「資本主義的退廃のモデルシティ」マカオが、掛け金の額でラスベガスを追い越しつつある現在、この都市にどのような未来が待っているのか大いに気になるところです。
