水際で阻止したい未知のウイルス

■あな恐ろしや、狂犬病
狂犬病のワクチンが不足！ 野犬狩り開始！
なんて恐ろしい記事でしょうか。狂犬病という言葉の響きも
恐ろしいですし、野犬狩りもコワイ…。しかしながら
ほんの50年前までは日本も同じような状況にあったわけです。
これに感染した犬に咬まれたら、すぐに対処しないとほぼ100％の
確率で死に至るという狂犬病ですが、いま現在も日本、英国、豪州、
ニュージーランド、スカンジナビア半島（北欧）を除く四大陸の
全域で発生を続けており、毎年35,000人から50,000人もの人が
感染して死亡するという事態が起きています。
■狂犬病発生リスクはむしろ増えている

なんだ、日本は50年近くも発生してないなら安全そのもの
じゃないかと安心するのは早い。
おとなりの韓国や中国、アジア諸国の狂犬病流行状況を聞くと
安心していられる事態ではないことがわかるし、発生国から
輸入された野生動物などから感染するリスク、さらには気の緩み
から来る日本の狂犬病予防接種低下率を考えると、日本での
狂犬病発生リスクはむしろ増えてきていると言わざるを得ない
状態なのだそうです。
■上陸してしまってからでは遅い
え、狂犬病って野生動物からも感染するの？ と思っているあなた、
狂犬病は犬に限った病気ではないんですよ。猫もアライグマも
フェレットもみんな、この病気の宿主なのです！
（狂犬病というネーミングそのものがまぎらわしいよね）
たとえばこれに感染した猫が、東南アジアの貨物船に乗って
横浜あたりに上陸する。そして日本の猫とケンカしてウイルスを
ばらまき、その中の一匹が飼い主を咬んで人間に感染する。
こうしたことを繰り返しながら関東全域にあっという間に
蔓延したらどうなるか…。あるいは新潟あたりに到着した
ロシアからの貨物船から、感染した乗組員の飼い犬が逃亡して
他の犬、猫、人間と接触する。こんな事態がまったく起こらない
と、誰が保証することができるでしょう？
ともあれ、上陸してしまってからでは遅いのですねー。
■ギリギリセーフの輸入制限
ところがつい近年まで、農水省が狂犬病の検疫を行っていたのは
犬に対してだけで、猫やその他の宿主となる野生動物に関しては
ほとんどノーチェックで輸入されていましたし、狂犬病発生国から
子犬をどんどん輸入して売りさばくということも当たり前のように
行われていました。今は野生動物の検疫もしっかり行われ
10カ月未満の子犬を発生国から輸入することもできなくなりましたが
ある意味、ほとんどギリギリセーフといった感じではないでしょうか。
■飼ってはならない！野生動物
で、私が言いたいのは、そんなリスクを冒してまで野生動物を
輸入する必要はない！ということ。都心の池でカミツキガメが
見つかったり、下水から大きなヘビが見つかったりという話は
もうたくさん。ペットのプレーリードッグが逃げ出して
河原に巣を作っているという話を聞いたことがありますが、
この野生動物はペストを媒介するリスクがあるとして
某国では危険動物（害獣）に指定されているそうです。
狂犬病に限らず、野生動物はどんな未知のウイルスを
持っているのか、ほとんどわかっていないんですから、ね。
それに南米や南アジアやアフリカの野生動物を、狭い都心の
マンションの一室でペットとして飼うなんて、動物虐待以外の
何物でもない。飼いたい気持ちはわからないでもないですが
飼いきれなくなって捨てる前に、思い留まっていただきたいものです。
