ペットとどう向き合うかは先進国であるかどうかの指標

■統治する側は華美なものがキライ？
宗教が違えば、あらゆる面で相互理解がはかりにくいということは、
あらためて言う必要もないことですが、それにしても今回の
テヘランの警察当局の女性への取り締まりにはちょっとビックリ
しました。肌の露出度が高いというのはまだわかりますが、
どうして「公園や街頭でペットを連れて歩いている者」が
取り締まりの対象になるんでしょうね？
イスラム教には「ペットを連れて人前に出てはいけない」という
規則でもあるんでしょうか（知ってる人がいれば教えて！）。
で、かりにそういう決まりがあるとして、なんでペットが
駄目なのか？ それは外国人や他の宗教を信じる人たちも
含まれるのか？ おそらくは、あまり華美な振る舞いをするな
ということなのでしょうが、私などにしてみれば、なんとも
窮屈で住みにくい社会としか言いようがありません。
■今やペットはとても身近で有益な存在
かつては日本でも、ペット＝富の象徴と思われがちな風潮があり
（今も一部はそうだけど）、バブルの頃までは純血種のチャンピオン犬
や猫が何百万という高値で取引されたり、高級外車に高級犬・猫を
乗せてカリスマ美容師にトリミングをしてもらったりすることが
一種のステータスであるかのように思われたりしたものですが、
今は望めば誰もがペットの１頭や２頭は飼える時代。
共働きの若い夫婦がアパートでチワワを飼っていても、なんの
不思議もないし、それを特別視する人もいません。
また、阪神淡路大震災のときにわかったことですが、ペットを唯一の
心のよりどころとして飼っているお年寄りのいかに多かったことか。
そうした人にとってのペットは、富の象徴でも贅沢の結果でもなく、
あくまでも「失った家族」に代わるものということで、有用かつ有益な
存在なわけですね。
■日本もまだ発展途上の国？
今ちょうど、かつての日本と同じような状況がお隣の中国で
起こっていて、当局ではやはりそれを「不健全な贅沢」
（あるいは腐敗の兆候）と見て取り締まる傾向にあるとのこと
ですが、どうもこの「取り締まる側」の目には、ペット＝人間を
堕落させる不純なものとして写るという傾向があるようです。
これは、どうやら必ず発展途上の国には特有のものらしく、
ペットがたんなる愛玩動物ではなく、家族や社会の一員（伴侶動物）
として認められていくにつれてしだいに解消され、
同時に人と動物との正常な共生社会が生まれていく----。
またそれにともなって、動物に関する法律が整備されたり、
ペットをどう飼うかどこで買うかの基準が示されたり、
公共の場や公園が解放されたりしていくわけです。つまり、
社会や国がペットとどう向き合っているかというのは、
社会が正常に成熟しているかどうか、精神的に先進国であるかどうか
の指標だということなんですよね。
さて、どうやらイランや中国はまだまだという感じがしますが、
わが日本ではどうでしょう？ それを多くの人たちが意識し始めた
とき、本当の先進国への一歩が始まるのだと思います。

猟犬のように訓練したペットというのはどういう扱いになるのでしょう。マタギのような職業がほとんどない今、そうした訓練された動物は、ただのペットではなく趣味（この場合「狩猟」）を行うためのアイテムとしての存在であったり、それが飼うきっかけだったりしていると思います。きっかけが趣味であっても、結果的にはパートナーとして飼い主との絆が強くなるのもこうしたペットの特徴のような気がします。

猟犬や大型の牧羊犬、あるいは犬ぞりを引く使役犬など
特定の目的を持ってつくられた犬種については、
その犬種に特有の飼い方があり、本来、都会で家庭犬として
飼うのはあまり向いてないように思いますよね。それでも飼いたい
という場合には、都会でも本来の飼い方ができるような
環境を整えてやるか、あるいは都会で飼えるような気質に
犬を改良するかしかない。アメリカの一流ブリーダーなどは
後者を選択して、都会でも飼いやすいような犬に改良したり
幼い頃からトレーニングを入れたりするのだそうです。
もっとも、本来の飼い方ができるような環境にある田舎
であれば話は別。かれらにとってもっともストレスの少ない
伝統的な飼い方をしてあげるのが一番ですよね。それはもう
一種の伝統のようなものですから、番犬のように外で飼う
のもよし、必要なときには体罰をもってしつけるもよし、
昔ながらのやり方に則ってやるべきでしょう。
今後、いかに都会でペットとの共生社会が進化したとしても
そうした犬種に特有の基本的な性質・体質があるんだということは
けして忘れてはならないことのように思います。

イスラムでは犬は不浄という事で、ペットとして飼ってはいけないし触ったら手を洗う回数等もあって、戒律がとても厳しいですよね。公共の場に連れてこられると、たくさんの人が宗教上の理由で迷惑するという事でしょうか。外国である日本から見ると不思議ですが、こういう事は善し悪しでは語れない問題ですね。
