テロ組織か政治組織か？
＜イスラエル軍進攻＞解決の糸口がつかめないレバノン危機 - レバノン

イスラエルとレバノンの武装勢力、ヒズボラの戦闘は一向に止む気配がない。それは、戦闘を行っている当事者と彼らを支援している勢力に、戦闘を中止しようと言うまじめな意思がないからだろう。この戦闘の当事者は表面的にはイスラエルとヒズボラだが、イスラエルに影響力を行使できるアメリカは、テロ対策には力の行使は必要との認識からイスラエルに対して戦闘を止めるよう強い圧力をかけるつもりは今のところないようだ。これに対して、ヒズボラに強い影響力を持つイラン、シリアも、イスラエルを間接的に支援するアメリカに対する反感から、ヒズボラに対して、影響力を行使する気は今のところない。つまり、戦争の当事者を後押ししている国々が、まじめに停戦の実現に取り組もうとしていないことに重大な問題があるようだ。
＜テロとの戦い＞
アメリカはヒズボラはテロ組織であり、イスラエルの戦闘は「テロとの戦い」だとして、一定の理解を示している。この主張は一面で正しいが、一面では間違っている。ヒズボラは、1982年、イランの革命防衛隊が中心となって、反イスラエル、反アメリカのために創設した組織で、これまでレバノン南部で武装闘争を繰り返してきた。1983年には、ベイルートで平和維持活動に参加していたアメリカ軍、フランス軍を攻撃し、大勢の兵士を殺害したこともある。確かに生粋の武装テロ集団だったと言ってよい。
＜ヒズボラの変質＞
ところが、冷戦が終わって、テロという戦術もあまりはやらなくなると、ヒズボラも単純な武装勢力から、社会の統治組織に変わっていった。現在、ヒズボラは、銀行やガソリンスタンド、4つのラジオ放送局、衛星テレビ局、学校、病院、社会福祉施設、税務所など、社会的なインフラを整備し、運営している。徐々に政治組織に変わりつつあるのだ。しかし、一方で、相変わらず軍事組織も抱えていて、テロを戦術とした軍事行動を続けている。
＜テロ組織の変質＞
パレスチナのPLO・パレスチナ解放機構も、かつてはテロ活動を行う軍事組織だったが、今では政治組織としての色合いが濃い。強硬派のハマスでさえ、議会で多数の議席をもつ政党として活動している。彼らは、政治組織としての顔と、軍事組織、いわゆるテロ集団としての顔の二つの顔をもつ特殊な組織なのだ。これに比べて、ヒズボラはまだ軍事色が強い。このように彼らは、組織によって多少の違いこそあるものの、明らかに変質を始めている。それは、彼らの心の中に、いつまでも戦い続けるテロリストとしてではなく、まともな統治権者として国際社会に認知してもらいたいと意識が少なからずあるからだろう。
＜テロ集団への対応＞
だから、そんな彼らに対峙するとき、テロ組織として一様に切り捨て、軍事行動で抹殺することだけでいいのかどうか、考える必要がある。確かに暴力で自分の主張を実現しようとするテロは憎むべきものだし、許してはならないものだ。民主主義の根幹、つまり話し合いで社会を作ると言う基盤を壊しかねないからだ。だから、時には軍事力の行使で、強圧的にテロリストを弾圧することも必要である。しかし、それは、アルカイダのような、相手を破壊することを目的とし、つまり、テロそのものを目的に活動する組織に対峙する際の論理であって、テロを政治的要求実現のための単なる手段として利用する組織に対しての論理では必ずしもないように思える。力の行使だけではなく、他のアプローチがあってもいいのではないか。
＜IRAのアプローチ＞
例えば、パレスチナ問題も、レバノン南部の問題も、政治的枠組みの中で、解決することは決して不可能ではない。話し合いによる解決が可能な問題なのに、ただ、「テロとの戦い」という言葉で単純に割り切り、ただ力でねじ伏せようとするのは問題の基本的な解決にはならないように思う。私はイギリス政府を多年に渡って苦しめ、現在ではテロ活動を中止した、IRA・アイルランド共和軍の例に注目すべきだと思う。IRAは、カソリック系とプロテスタント系のキリスト教住民の対立を背景に、北部アイルランド共和国をイギリスから分離、独立させることを目指し、激しいテロ活動を長年にわたって行ってきた。特に1990年代前半は、ロンドン市内で、デパートやパブ、地下鉄、バスなど、不特定多数の人が集まる場所を狙って、爆弾テロを連日のように繰り返し、市民も巻き添えになった。IRAは当時、国際テロの発進基地とまで言われたリビアとの関係も取りざたされたことがある。これに対して、イギリス政府は、はじめ軍事力で対抗し、力の行使を中心とした対策を続けてきたが、これによってテロが終結することはなかった。しかし、冷戦が終わって、IRAも徐々に変質を初め、シンフェインという政治組織・政党を抱えるようになった。イギリス政府は初め、シンフェインをテロリストが姿を変えた見せかけの組織だとしてまともに取り合わなかったが、最後には、IRA内でのシンフェインの武装組織に対する影響力に注目するようになり、ついには、シンフェインとの話し合いによって、IRAの武力闘争を終結させることに成功したのである。
＜多様な処方箋＞
このように、テロ組織と一口にいっても、アルカイダのような西側主導の国際秩序の破壊だけを目的とするただの暴力集団と、少しずつでも、まともな政治組織に生まれ変わろうと努力を重ねる組織があるのであり、それによって、単純な力の行使か、力の行使と対話とを併用するのか、さらに、力を使わず対話だけで対応するのかなど、テロ対策には様々な処方箋が求められるべきだと思う。（了）
