ロシア元情報局員が訪れたすしバーの従業員、健康に異常無し - 英国
【ロンドン/英国 6日 AFP】変死したロシア連邦保安局（FSB）の元情報局員アレクサンドル・リトビネンコ（Alexander Litvinenko）氏が訪れていたとされるすしバー「Itsu」の従業員32人に対し、検査をおこなった健康保護局（Health Protection Agency、HPA）は、従業員全員の健康状態に異常はないと発表した。

イギリスに亡命していたFSB・ロシア連邦保安局の元幹部、アレクサンドル・リトビネンコ氏が、放射性物質、ポロニウム210により変死した事件が、連日、イギリスの新聞の一面を飾っている。イギリス人の多くが、かつてのシャーロック・ホームズの作家コナン・ドイルやアガサ・クリスティ、最近では、ガレやフォーサイスが描いたミステリー小説の伝統的ファンであるという心理的な背景もあるが、騒ぎの原因はそれだけではない。この事件が、スパイ同士の熾烈な争いが冷戦後の現代でもロンドンで行われているという現実を見せつけていること、リトビネンコ氏が放射性物質で暗殺された可能性という前代未聞の犯行の手口など、捜査が進むにつれて次々と明らかになる意外な事実が事件の背後にある大きな闇の存在をうかがわせていることが、騒ぎの背景にあるようだ。この事件の背景をテーマ別に何回かに分けて分析してみたい。1回目は、ロシア当局の関与についてだ。
＜リトビネンコ氏の活動＞
リトビネンコ氏は1990年代後半から、FSBの不正を暴露し始め、当時の組織のボスであったプーチン大統領と対立していた。2000年にイギリスで亡命した後も、リトビネンコ氏は追及の手を緩めず、ロンドンで2冊の本を出版して、プーチン大統領が、自作自演のテロを演出して、それを口実にチェチェンを弾圧したなどと主張していた。最近では、プーチン大統領のチェチェン政策を取りあげ、政権に批判的だった女性ジャーナリスト、アンナ・ポリトコフスカヤさんが殺害された事件の真相を調べようとしていたという。
＜ポロニウム210＞
こうしたところからまず疑われるのは、プーチン政権の意を代表したロシアの情報機関、FSBがリトビネンコ氏を暗殺したとする見方である。イギリスのメディアは、事件発生直後はこの論調が目立っていた。しかし、この見方は徐々にしぼみつつあるように思える。ロシア情報機関が直接手を下したとすれば、なぜ犯行の手口として放射性物質・ポロニウム210を使用したのかが疑問となる。
＜他にも効果的な毒素はある＞
ロシアの情報機関は暗殺作戦では伝統的に毒を使用する傾向があると言われる。1978年に、ロンドン・テムズ川の河畔で起きたブルガリアの亡命詩人、マルコフ氏の暗殺事件はその一例だ。マルコフ氏はテムズ川にかかる橋を歩いているうち、近付いてきた男に傘でつつかれた。まもなく、マルコフ氏は死亡したが、ロンドン警視庁が後に、犯行に使われたと見られる傘を発見、押収して調べたところ、傘の先端部に注射器が仕掛けてあって、ここに猛毒のリシンが入れられていたのを確認した。リシンは殺鼠剤と同じ毒素である。
＜なぜ放射性物質を使ったのか＞
つまり、ロシアの情報機関が手を下すとすれば通常の毒を使えば良いはずで、あえて入手や管理が難しく、しかも、暗殺者まで被爆しやすい危険な放射性物質を使わなくてはならない理由がどこにあるのか疑問だ。そんな物を使えば、すぐに国家機関の関与が疑われる。また、放射性物質には即効性がない。じわじわと人体をむしばみ、死に至らしめるのである。その間に、被害者は自分が殺されようとしたときの状況について、捜査機関に話すことができるし、マスコミのインタビューを受けることも可能だ。現実に、リトビネンコ氏は、死亡するまでの数日間、病院で声明文を書き、メディアを通じてプーチン大統領を批判し、ロンドン警視庁にも情報を提供した。そのため、イギリスのマスコミはこぞって、ロシア当局の事件への関与を指摘する記事を書き、イギリス政府も捜査を強力に推し進める結果となった。
＜ロシア政府には利益が少ない＞
客観的に見て、このような殺害の仕方は、ロシア当局が関与するとしたら、ずいぶん稚拙だし、イギリスとの外交関係への悪影響を考えたら、リトビネンコ氏を殺害して得られる利益よりも、失う政治的利益の方がはるかに大きい。また、リトビネンコ氏は、ロシア当局にとって、それだけのリスクを冒して殺害しなくてはならない大物なのかどうかということも考えなくてはならない。
＜限定的な関与にすぎない？＞
こうした点を総合的に考えると、ロシア当局は、直接関与したというよりも、ポロニウム210の入手や情報の提供など、ロシア情報機関の現職か、元の職員がなんらかの形で限定的に関与している可能性はあるとしても、ロシア情報機関が直接、計画、実行した犯行とは考えにくいというのが、ロンドン警視庁の現段階での見方である。それならば、いったい誰が手をくだしたのか。リトビネンコ氏変死の背景にはなにがあるのか。続きは次回に。(了)
