世界経済の崩壊狙う国際テロ

＜石油施設へのテロ＞
サウジアラビアの東部、アブカイクで24日、武装グループが乗る車の一団が石油施設を襲い、重要な施設から１.5キロ離れたゲートで、警備兵と銃撃戦となった。結局、武装グループが乗ってきた２台の車は爆発し、石油施設への大きな影響はなかった。武装グループの乗った車の爆発は自爆テロによるものとみられている。このテロについて、国際テロ組織「アルカイダ」と関係があるとされるサウジアラビアの国内組織「アラビア半島のアルカイダ」はウェブサイトに声明を発表し、二人の実行犯によるテロであることを明らかにしたうえで、「アラビア半島から異教徒を追い出すまで攻撃をやめない」と主張して、今後も攻撃を続けることを宣言した。
＜事件の影響＞
アブカイクの石油施設に対するテロ攻撃は、国際テログループによるテロ攻撃が、2001年の同時多発テロのような不特定多数の市民を狙ったものだけではなく、世界経済の混乱を狙ったものに変化しつつあることを示している。サウジアラビアのヌアイミ石油鉱物資源相は、「原油やガスの生産に支障はない」と述べ、石油市場への心理的影響を回避しようとしているが、国際テロの標的が石油施設に向き始めたことの衝撃は少なくない。今回、攻撃を受けたサウジアラビアのアブカイクは世界最大の石油処理施設と言われ、サウジアラビアが輸出する石油の３分の２がこの施設を使っている。もし、アブカイクが深刻な被害を受ければ、サウジアラビアの石油の輸出は１年間にわたって半減し、1973年のオイルショックの際、OPEC・石油輸出機構が減産した量に近い石油の輸出がストップすると試算する専門家もいる。
＜経済施設に対するテロ＞
こうした世界経済の混乱を狙った国際テログループによるテロ攻撃は新しいもののように思える。しかし、彼らはある意味で西側中心の世界と戦争をしているのだから、当然予想できたことでもある。かつて、ペルシャ湾で、アメリカ海軍の艦艇がイランの石油施設を攻撃したことがあるし、湾岸戦争でクウェートに侵攻したイラク軍は、クウェートの石油施設を焼き払う戦術に出た。イラク戦争でも、アメリカ軍の特殊部隊はまっさきにイラクの石油施設を制圧している。つまり相手の生命線を脅かすことは戦術の基本であり、戦争の常道である。だから、情勢が不穏な地域では必ず、重要な経済施設は厳重に警備されている。南シナ海や東シナ海に設置された中国の海上石油施設が中国海軍によって警護されているのもその一例である。今回のケースの場合、サウジアラビア当局は警備網を何重にも石油施設のまわりに張り巡らし、武装グループの攻撃に備えていたからこそ、武装グループの施設内への侵入を阻止できたのだろう。
＜防ぎきれないテロ＞
しかし、それでも石油施設をすべて守ることは極めて難しい。不可能と言っても良いだろう。たとえば、数百キロも続く、石油パイプラインのすべてを24時間体制で警備するのは物理的に不可能である。イラクではイギリスの民間軍事会社がイラクのパイプラインの防衛にあたっているが、それでもパイプラインは常に攻撃の的にされている。結局、石油施設を守ると行っても、大元の施設を守る事以外は難しいと言うべきだろう。そのため、サウジアラビア当局は警備用のロボットなどをパイプラインの要所要所に設置して、機械的に電子的にパイプラインを監視していると言われている。
＜自爆攻撃は単純で簡単＞
まともな手段で重要な石油施設を攻撃しようとする場合、何重にも張り巡らされた石油施設の厚い警備網を突破して、中にこっそりと忍び込み、爆弾を仕掛け、また、こっそりと施設から脱出するという面倒な芸当が必要となる。そのため、石油施設の警備体制を事前に十分に調べるなど、作戦計画は時間をかけて周到にたてなくてはならない。その段階で、情報が当局側に漏れ、テロが事前に阻止されるチャンスはないわけではない。しかし、自爆テロの場合、テロリストがただがむしゃらに突撃して、抱えた爆弾を爆発させれば良いのだから、それほど綿密な計画は必要ない。思いつきですぐに行動ができるから、情報が事前に漏れたり、作戦が事前に阻止される可能性も少ない。また、重要な石油施設はいくら警備網が厚いと言っても、軍事基地のように重火器で守られた堅固な陣地が築かれているわけではない。だから、石油施設へのテロ攻撃はそう難しいものではなく、逆に守る方が難しいのである。石油施設はテログループにとって、狙いやすく、効果の大きい、費用対効果の極めて良い攻撃目標ということになる。世界経済の混乱を狙ったテロ、それはある意味でこれまでの大量殺人を狙ったテロよりも防ぎにくく、それだけに悪質で、結果は深刻だと言えよう。（了）
