伝わらなかった避難勧告
【塩津/中国 27日 AFP】南西部雲南（Yunnan）省山間部の塩津県（Yanjin）で起きたマグニチュード5.1の地震によって、少なくとも22人の死亡者が出た。地震前に警告が発令されていたのにも関わらず、地元自治体は何の対策も講じなかったということが明らかになりつつある。北京青年報（Beijing Youth Daily）によると、地震の警告は、地方政府から地震発祥地付近の主要都市、昭通（Zhaotong）の高官らに伝えられた。同市の高官は地震発生2日前に会議を開いたが、何の対策も決定しなかったという。写真は23日、塩津県の避難所で、カメラに向けて笑う子ども。(c)AFP
地震前に警告が発令されていたのにも関わらず、地元自治体は何の対策も講じなかったということが明らかになりつつある。
とのことだが、果たして日本の場合はどうなのだろうか。
■「自主避難」と「避難勧告」
先日の「平成18年７月豪雨」において、島根県出雲市佐田町では、18日深夜に町内全域に出された避難勧告を受け、佐田支所は周辺住民に自主避難を勧告、さらに19日午前２時頃に再度の自主避難の呼びかけを行った。この際、家族三人が行方不明（うち二人死亡）となった。
「自主避難」と「避難勧告」。
前者はあくまでも自己判断。自らが危ないと思ったら避難して欲しい、というものである。対して後者は、災害対策基本法60条に基づき、地元自治体の首長判断で発令される、法的拘束力のあるものである。
さらにいえば、避難勧告よりも拘束力の強いものとして避難指示がある。
佐田町の件では「自主避難」ではあるが、個別に電話連絡は行われたというが、一部住民には電話連絡があるまで町全域に「避難勧告」が発令されていたことを知らなかったという声もあり、佐田支所から最初に伝えられた「自主避難」レベルではそれほど危機感を持たなかった、という可能性はある。
べつに佐田町の対応を非難するためにこれを書いているわけではない。
ただ、2005年、旧出雲市と周辺町村との合併――いわゆる“平成の大合併”である――によって生まれた現在の出雲市。その市防災当局からの「避難勧告」が佐田町、住民にまで伝わるまでの情報伝達の拙さ……もっと言ってしまえば合併による影響はなかったのか、それが地域住民との意識の差を生み、このような人的被害に繋がった可能性も検討する必要があるのではないだろうか。
これは出雲市に限らず“平成の大合併”によって、慌ただしく合併が行われたすべての地方自治体にいえることだ。
中国の事例は佐田町とは違い、「同市の高官は地震発生2日前に会議を開いたが、何の対策も決定しなかった」との報道によれば明らかな怠慢と責められても致し方ない。
ただ、怠慢であろうと、伝達のミスであろうと、被害にあう側からしたならばそんなことは関係ない。どちらであろうとも結果は同じなのだから。
■日本沈没
避難勧告繋がりで、最後に余談を。
余談の方が長いじゃないか、などと野暮なことは言わない！
さて先頃、小松左京原作の『日本沈没』が映画化された。
地球物理学者の田所雄介博士のもと、海洋調査を行っていた小野寺俊夫は、海底に海底プレートが急速に沈降しているのを発見、田所博士は日本が一年以内に沈没すると結論づける。
半信半疑の中、政府は急遽、日本国民の海外避難計画を立案。だが、その実現を待たずに日本全土で地殻変動が――。
さて、一年以内に日本が沈没するとして、全国民が避難するとしたら、どれだけの時間がかかるのか。「平成18年７月豪雨」の話から、突然非現実的な話になって申し訳ないが、この映画製作に協力している東京大学地震研究所が「『日本沈没』と地球科学に関するQ&Aコーナー」を公開しており、その中で日本国民がすべて脱出するとして、どれだけの時間がかかるか、という質問に答えている。
……正直、避難計画なんてものは、地震研が答える質問なのか、という気がしないでもないが、面白いので取り上げてみよう。
まあ、そもそもそんなお堅いコーナーでもないようなので、それほど肩肘はって読むもんでもないだろうし。
試しにすべて航空機を用いた場合を考えましょう。ボーイング７４７を想定し、１機あたり３００人搭乗できるとしましょう。あとは１日に何機飛ばせるかです。成田の国際線の便数は今日時点では約１００便でした。夜間に飛ばしたり間隔を詰めたりして２００便飛ばせたとします。また札幌、成田、中部、関西、福岡の５空港からのみ外国へ飛ばすとしましょう。そうすると１日に脱出できる人数は、３００×２００×５＝３０万人となります。日本の人口を１億２０００万人とすると全員を避難させるのに４００日かかります。このほかにも船等での脱出も出来ますので実際にはもっと少ない日数で脱出が可能だと思います。
400日……一年では避難できそうにない。
地震研でも書いているが、空港や道路が破壊されるなど交通事情によってさらに時間がかかる可能性もある。
どうしたものだろうか。
一年以内に日本が沈没するとわかっても、全員は避難できないのだ！
……とはいえ、地震研によれば、
太平洋プレートが東側から日本の下に沈みこんだり、南からフィリピン海プレートが沈み込んだりしているので、現在の日本はこれらのプレートに押されて、全体としては盛り上がっています（隆起しています）。ですから、現在の状態が続く限り日本が沈むことはありません。
だそうなので、心配ご無用（え？ 誰も心配していない？）。
「『日本沈没』と地球科学に関するQ&Aコーナー」は他の質問にも地震研が真面目に（？）答えているので、一読するのも面白い。
と、最後の最後にこんな締め方になってしまったが、どんなに予知技術が進歩しようとも天災はいつやってくるか、確実なところはわからない。ならば、結局のところ各自がいつでも避難できるよう、避難場所や防災グッズを揃えてその“瞬間”に備えるしかないのかもしれない。
あ……うち、何もないや（反省）。
