スポーツ振興は企業ではなく国の使命 「才の発見システム」を整備せよ

プリンスホテル所属の荒川。トリノ五輪では、新高輪プリンスホテルで社員らが応援する姿が放映された。
株式会社プリンスホテルは、先月、コクドと合併、西武鉄道のホテル事業も統合したばかりだ。プリンスホテルは、カフェのウエイターでさえ派遣やバイトを使わず、コストの高い正社員にこだわるなど、非上場の西武グループならではの、独自の経営を貫いてきた。
◇非上場企業が頑張るスポーツ支援
非上場企業は、配当を求める株主からの圧力がない分、利益に直結しない独自の経営哲学を貫き易い。逆に、ヘンな慣習やカルチャーも残りやすく、旧コクドの男性社員は皆、ずっとオーナーだった堤義明と同じ髪型だ、といったリポートも上がってきている。（http://www.mynewsjapan.com/kobetsu.jsp?sn=252）
非上場企業が上場を境に、いかに均質化が進み、無駄を省き、効率を上げ、かつての独特な慣習や仕組みが消えていくかは、ベネッセコーポレーションがソニー出身の社長になってからの最近の動きに詳しい。

◇ガラスの企業スポーツ支援
サントリーが学生の就職先として人気が高いのは、非上場のオーナー企業ならではの、スポーツや文化事業に熱心な点がブランド力アップに貢献している面があると思われる。もちろん、かつてのオーナーの趣味が基点になっているだけでイメージやブランドについて考えた結果ではないだろうが、結果的に、長期的には株主価値向上にもつながっている。
しかし、業績が悪化すると、上場企業は真っ先に、スポーツをコスト削減の対象にする圧力がかかる。バレーボールが顕著で、バブル崩壊後、日立、新日鉄、ユニチカ、小田急電鉄などが相次いで社会人チームを廃部にした。プリンスホテルでさえも、西武グループが傾いていくなかで、2000年のシーズンを最後に、硬式野球部を廃部にしている。
そもそも、企業が無名選手や成長途上の選手のスポンサーになることはありえないので、裾野を広げることにはつながらない。つまり、スポーツ振興に企業が役立つ範囲は、きわめて限定的だ。本当のスポーツ振興のためには、市場は全く馴染まない。
◇漏れなく才能を発見するシステムが整備された野球
メダル１個だけとなった結果を受け、首相は「夏季五輪では選手を組織的に養成するプログラムがあるようだが、冬季は必ずしもそうなっていないのではないか。組織的に選手育成を強化することが必要だ」（スポニチによる）と強調したそうであるが、その前にやるべきことがある。
この点を考えるにあたり、「『才人』企業だけが生き残る」（ちくま新書、井原哲夫）は極めて示唆に富む。「日本で才人があらわれないのは教育のせいではない。社会システムに問題があるのだ。学校は基礎をきちんと教えるべきである。できそうなことは、まず子供たちに多様な経験をさせ、そのなかで自分の得意な分野を認識させることである。指導者が子供たちの才を見極めることも必要である。（中略）スポーツ大会は『才を発見するシステム』と考えることができる。野球の場合、子供のころから大会が数多く開かれ、そのなかで子供たちは自分の相対的能力を知っていく。」
つまり、日本では野球の場合、ほとんどの子供が小さい頃から野球を経験し、才能が発見され、甲子園へ、という「才の発見システム」が存在しており、才能が埋もれることはほとんどない。
◇一通りのチャンスと才能の見極めを受ける権利を国民に
しかし、フィギュアやスキーのジャンプなどは、そもそも一度も経験しない人が大多数で、才能が埋もれてしまっている可能性がきわめて高い。
これは国の役割だ。国民にとっても、国家にとっても、各自がそれぞれの才能を発見し、磨きをかけ、世界に挑戦できるような仕組みがあれば、全員がハッピーになれる（旧共産圏のような強制的なものはいけない）。
報道によれば、フィギュアをやろうとすると、リンク貸し切り代、個人レッスン費、衣装代、スケート靴代、クラブ費、遠征費など、１ヶ月およそ20万円かかるという。つまり、現状では、カネ持ちの子供にしか、チャンスがない。
荒川選手は、オリンピック強化選手の第一期生だそうで、これに選ばれると、強化部という部門が選手を支援をする仕組みだそうだが、そもそもの競技人口を増やし、裾野を広げることが一番重要だ。誰しもが何度かスケートリンクを経験し、希望すれば、客観的にプロの眼によって才能を見極めて貰うことができるシステムが望ましい。
小泉政権の格差を容認する姿勢はいいのだが、チャンスが平等であることが大前提だ。チャンスが不平等なまま格差が開いているのが現状であり、これは最悪である。
これはスポーツに限った話ではない。幼少児が、さまざまなことに、コストは国が面倒をみて、ひととおり経験し、そこで発見された才能を伸ばせるような仕組みを整備すべきだ。誰しもが、何らかの才能を持って生まれてくるのだから。次の政権で、ぜひやってほしい。

スポーツって基本的にお金持ち領域だから（逆説的に、だからサッカーは人気がある）。自分でお金がなくてもお金持ちがファンド作れば良いような気もする。
国がやったら役人の数が天文学的に増えそー。

スキーだともっとお金がかかります。
海外遠征ばかりで強化選手（ＳＡＪナショナルチーム）に選ばれてもＡ指定が全額、Ｂ指定が半額，Ｃ指定が25％、指定無し（Ｗ・・・ウエーティング）が0％（全額自己負担）となってます。
年4回海外遠征（練習）だと約200万が、他に国内練習でも数十万かかってしまいます。
県連からかすかに補助金が出ますが、それも半年後です。
市町村関係からは一銭も出ません。（個人への支援はできないようです。）
こんな状態で、オリンピックで勝てるわけがないのでは・・・
