新一級建築士？

耐震強度偽装事件の再発防止のため、国土交通省は２６日、現行の一級建築士より資格要件を厳格化した「新一級建築士」ともいうべき資格を導入することや、建築士業務のうち「構造」「設備」の両分野に特化した専門資格を創設することなどを盛り込んだ建築士制度の見直し素案を、社会資本整備審議会（国土交通相の諮問機関）建築分科会基本制度部会に示した。

6/26の報道でご存知の方も多いかと思うが、姉歯秀次元建築士のおかげで、全国30万人の一級建築士あるいはこれから一級建築士を志そうとしている建築士の卵たちににわかに激震が走っている。まったくやれやれの話である。構造計算の偽造という前代未聞の事件を引き起こしたあげく、それが切っ掛けとなって建築士制度に抜本的な見直しが入りそうな気配なのである。個人のことは書きたくはなかったのだが、たった一人の愚行が30万人に大きな影響を及ぼす。偽装事件と共に間違いなく、日本の建築史上の汚点として後世に残る出来事だ。
建築関係11団体の総意
今回国土交通省が建築士制度見直し素案をつくるに際して建築関係の各団体に対してヒアリングをしたらしく、2006年5月29日付けで国土交通大臣宛に建築関係11団体（社団法人日本建築士事務所協会連合会、社団法人日本建築家協会、社団法人日本建築業協会、社団法人建築学会、社団法人日本建築構造技術者協会等）は連名で「建築設計資格制度の改善に関する提言」を提出している。
提言の内容は以下の3点である。
1.専門資格の導入（構造及び設備）の導入
2.建築士等の能力維持向上と登録更新制度の創設
3.管理建築士の要件整備等による建築士事務所等の業務の適正化
建築関係11団体の中に建築士会の中心団体といえる社団法人日本建築士会連合会が入っていないのは、すでに専攻建築士という分野別建築士制度を実施しているがための温度差によるのであろうか。少し気になるところである。
建築士制度見直し素案
社会資本整備審議会（国土交通相の諮問機関）の建築分科会基本制度部会のまとめた素案は、ほぼ上記の提言にそっているものといえるが主な内容を下記に列挙しておこう。
一級建築士の資格付与要件を強化し、一定期間ごとの講習などを義務づける。
一級建築士の受験資格は４年制大学の建築課程卒業者に限定する。
既存の一級建築士に対しては、再選抜などを経た上で新たな免許を付与する。
構造と設備の専門資格者制度を創設。
専門資格者にも設計図書への記名押印を求める。
一級建築士でなければ設計できない建物の規模区分を引上げ、かつ構造と設備の専門資格者が設計する。
約30万人の一級建築士の行く末は
まだ素案であり、今後さらに議論がなされるということらしいが、なかりの大改革になろうかとしている。再選考というのが既存の一級建築士にとってはもっとも頭が痛いところであるが、約30万人いるとされている一級建築士のうちゴースト建築士あるいはペーパー建築士が淘汰されることは、まじめに設計活動をしている一級建築士にとってはむしろ朗報なのかもしれない。
国家資格が法の改正で再選抜などと言うことは今まであったのかどうか知らないが経験がかなり物を言う世界でもあるので、まじめにやって来たベテランをふるい落とすような選抜方法はやめて頂きたいものだ。

最選抜したところで、偽装すものはする。国○交○省の管理下での出先機関及び民間機関の確認・検査体制及び能力に問題ありである。どちらかといえばそちらのほうの再選抜して、確認・検査体制を整えるべきである。又ゴースト・ペーパーも下請建築士体制を確認出来るように１次設計者（総合）２次設計者（構造）・（設備）など連記捺印すれば良いだけのことである。
又も試験・再登録等で天下り機関の収入を増すだけである。
３０万人の建築士の全員及びこれからなろう建築士の全員が署名活動でもして反対するべきである。

つくるんじゃないかと勘ぐってしまいます。
夏頃には国交省でパブリックコメントを募集するようです。
またJIAの方では素案発表のあと緊急提言を出しています。
まぁ理解できなくはない内容かと思いますが...。

あとは但し書き＆実績でなんとかなるルートができるかどうか？
でもこれは一級建築士から新一級建築士への移行だけでしょうけどね。

初めて書込みさせて頂きます。
私も『新一級建築士』という文字をHPで見かけ、驚きました。
各報道機関で若干違いが有るようです。私の住む地方新聞では、『現行の1級建築士はそのままとし、新たに20m以上の建物に関して設計監理するにあたり免許を必要とする。』とありました。これはこれで有りだなぁと思っていたのですが、巷では『新1級建築士だの、2級建築士に降格だの』大変な事態になっていました。実際どうなるかは分かりませんが、私個人としては、1級建築士の上に、例えば『特定建築士』など、違う名称の資格を新たに設け、規模制限することがまず一つ。
2つ目として、現1級建築士のあり方として、実際には設計士として業務を行っている建築士は全体の2割程度と言われているようですが、その他8割の人は建設会社のランク付け『経審』による技術者得点の為に資格を取る人が多いのではないでしょうか。その為、30万人という規模までに膨れあがったと考えます。そこで、『経審』から建築士を外し、その代わりに8割の建築士に新たな免許を与えれば良いと思うのです。
それで、設計で生きていく者、会社のランク付けの為の者と大きく2分されます。追って、建築士試験も、設計士希望の者は製図試験を受験する。必要ないものは学科試験のみで合否を判定すれば良いと思います。現況は製図試験など必要ない人も受けているわけですから。

確かに今回は報道機関によって表現に差がありましたね。
＞建築士試験も、設計士希望の者は製図試験を受験する。
そういう方がよりわかりやすいと私も思います。
建築士会の専攻建築士という制度がそれに近いのいかなと思いますが、
それじゃ駄目だと国は言ってるのでしょうかね？
今のところの情報によると1級建築士の試験に合格という段階と
登録するという段階があるようで、設計業務に携わることのない人は
登録の必要はなく、設計業務に携わる人は更新のようなものが
必要になるような案だと思いました。
夏頃に国土交通省でバブリックコメントの募集があるようですので
ご意見を投稿してみたらいかがでしょうか。
